POSITION DESCRIPTION

Function: To enforce the law, provide service, information and aid to all citizens as circumstances require, prevent crime, suppress disturbances, investigate criminal offenses, and arrest offenders. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).

Scope: Responsible for enforcement duties for the protection, safety and welfare of students, employees, visitors, and all property within the area under the control and jurisdiction of the Tyler Junior College District, including primary jurisdiction in all counties where the Tyler Junior College District has real property interest and secondary jurisdiction in all other Texas counties. Exercises independent judgment within the limits prescribed by law, Board of Trustee Policy, institutional rules and regulations and Tyler Junior College Police Department policies and procedures.

ESSENTIAL FUNCTIONS and DUTIES

* Perform law enforcement duties on the property under the control and jurisdiction of the Tyler Junior College District.
* Preserve the peace by the use of all lawful means, interceding, when authorized by law, to prevent or suppress crime.
* Investigate criminal offenses to detect and arrest criminals, and recover stolen or lost property.
* Enforce traffic law by detecting violations, making violator contacts, placing violators in custody or issuing citations or warnings.
* Give testimony in the criminal courts of this state and the United States.
* Execute all lawful process.
* Arrest offenders with and without warrant when authorized by law.
* Investigate motor vehicle collisions.
* Prepare various written reports narrating law enforcement and police activities.
* Confers with prosecuting attorneys, preserves evidence, and maintains confidential information.
* Confers with local law enforcement, criminal justice and emergency response agencies on matters of mutual interest.
* Perform other related duties as required

COMPETENCIES

Proficient with all equipment utilized in the performance of assigned duties, to include but not limited to firearms, restraints, less lethal force weapons and techniques, automobiles, communications equipment, personal computers, investigative and surveillance equipment.

QUALIFICATIONS

Education

Required

High School Diploma or GED, successful completion of a TCOLE approved Basic Peace Officer Course and passed TCOLE exam.

Preferred

Undergraduate degree from an accredited institution of higher education.

Experience

Required

Police Officer None

Police Officer I One year of experience as a commissioned police officer.

Police Officer II Two years of experience as a commissioned police officer.

Police Officer III Five years of experience as a commissioned police officer.

Police Officer IV Nine years of experience as a commissioned police officer.

Preferred

Possess Basic Peace Officer Certification from the Texas Commission on Law Enforcement (TCOLE). Successful completion of the prescribed Field Training Program.

LICENSURES/CERTIFICATIONS

* Must possess a current peace officer license issued by the Texas Commission on Law Enforcement.
* Must possess a valid driver's license and be eligible to drive a College-owned and/or leased a motor

Required:

* Police Officer No certification.
* Police Officer I Basic Peace Officer Certification.
* Police Officer II Intermediate Peace Officer Certification.
* Police Officer III Advanced Peace Officer Certification.
* Police Officer IV Master Peace Officer Certification.

Preferred:

* Police Officer III Basic Instructor Certification awarded by TCOLE.
* Police Officer IV Basic Instructor Certification awarded by TCOLE. vehicle

* Must hold a Peace Officer Commission issued by the Chief of Police of the Tyler Junior College Police Department.
* Must possess a valid driver's license not subject to suspension and must be eligible to drive a Tyler Junior College District-owned or leased vehicle.
* Must have thorough knowledge of and ability to apply supervisory methods, personnel management and evaluation, planning and coordinating, and effective written, oral, and interpersonal communication skills.
* Must successfully complete a minimum six (6) month evaluation period immediately following date of promotion.
* Must meet certain prerequisites established by the Chief of Police, the Board of Trustees, and the Texas Commission on Law Enforcement Standards and Education.
* Must have the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer of the Tyler Junior College District.
* Must pass a physical agility test.
* Knowledge and skills in emergency medical procedures, first aid, and CPR techniques.

EXPECTATIONS

* Perform other duties as assigned.
* Will have contact - in person, by email, or by phone - with staff, students, and the general public.
* Must exhibit a sensitivity to and an understanding of the diverse academic, socio-economic, cultural, and ethnic backgrounds of staff and students and to staff and students with disabilities.
* Must hold a Peace Officer Commission, issued by the Chief of Police of the Tyler Junior College Police Department, and a valid driver's license not subject to suspension. Must be eligible to drive an institution owned or leased motor vehicle. Must meet certain prerequisites established by the Chief of Police, the Board of Trustees, and the Texas Commission on Law Enforcement Standards and Education. Must have the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer of the Tyler Junior College Police Department. Knowledge and skills in emergency medical procedures, first aid and CPR techniques.
* Applicant must pass all phases of the hiring and selection process as outlined in department police policy 401A before being offered the position of police officer.
* Commissioned service as a peace officer and certifications to be considered is reflected in the TCOLE Data Distribution System, TCLEEDS. Applicants must meet the years of service and certification requirements when placed in one of the five classifications.
* Must successfully complete a minimum 12-month evaluation period immediately following field training.
* This position is classified as security-sensitive and thereby subject to the provisions of Section 51.215, Texas Education Code.
